Village News
The islands in Ocean Country have been celebrating the arrival of the next Umikage, Saizo. The long bridge leading to SHIPPUUGAKURE NO SATO has been closed for outsiders because they wish to celebrate this moment with Ocean Country natives only.
As usual, the Storm Country has been hosting the Asgard Games to welcome their Kanetsukage, Cornelia. It's a double special occasion because Cornelia is also the first female Kanetsukage. She has been picked for her courage, loyalty and outstanding power by the BOUFUUGAKURE NO SATO elders.
Not only that, but the Cherry Blossom Country has become relieved as well. It seems that everyone is slowly picking up after the war now. KUSAMURAGAKURE NO SATO proudly presented their new Sakurakage, Altair.
TSUKIGAKURE NO SATO is still thriving on the merchants coming in and out. They have not experienced anything special lately. Their wealth has remained the same as they were not forced to invest into shinobi unlike the others.
On the cold isles of the Blizzard Country, HYOUGAGAKURE NO SATO has still refused to create a free traveling policy. Some habits never change. To protect their traditions, they have even warned outsiders to not interfere with their matters.
Now that everyone is picking up again, who will come out on top?

Chakra



Chakra is essential to even the most basic technique; it is the moulding of the physical energy present in every cell of the body and the spiritual energy gained from exercise and experience. Once moulded, it can be channelled through the chakra circulatory system, which is to chakra as the regular circulatory system is to blood, to any of the 361 chakra points in the body. Through various methods, the most common of which is hand seals, the chakra can then be controlled and manipulated to create an effect that would not be possible otherwise, such as walking on water, exhaling fire or creating illusions. Users start with a basic 100 chakra and receive 50 chakra upon each rank up. When a shinobi uses a jutsu in their post, it is mandatory to put the used jutsu in a spoiler tag beneath the post and state the amount of chakra left. Say a Genin uses their first D-rank Jutsu it would be (90/100 Chakra). The costs for a jutsu are as following:

D: 10
C: 20
B: 30
A: 40
S: 50

Jutsus



Some descriptions that might help you:

Registering Jutsus: If you want to create a technique you have to create a topic in the jutsu section for that. The topic name should be: Last name, First name (Jutsu Registration). If the topic name is not correct we shall not look at it or even move it to the archives.

A staff member will review your jutsu and if it has some flaws he shall tell you what to edit and/or add. If it's good he'll inform you and deduct the ryo required to learn the jutsu. You may then train your jutsu in a topic of your choice and when you're finished you post the url of your training topic in your Jutsu Registration topic. Do not forget to add the wordcount beneath your post. The staff member shall check if the training topic is good enough and if so he shall give you a second approval.

Besides having a Last name, First name (Jutsu Registration) topic in the jutsu forum you'll also need a Last name, First name (Jutsu List) topic in the Jutsu List forum. In this forum you must store all your approved jutsu. Which means jutsu that have gone through the approval process. These are the only jutsu that you are allowed to use. If you store any jutsu in your jutsu list forum that has not been approved you'll get banned.

One more time:

Create two topics: one in the Jutsu forum and the other in the Jutsu list forum. You'll never need to create another topic there.
Use the correct title or it will be archived.
Do not register jutsu that you can't afford to pay for because it's a waste of the staff member's time.
Do not store jutsu have not been approved or you'll get banned.
Almost every jutsu has a duration of one, which means that it only takes effect the moment it happens. Such as a fireball being spewed out. Jutsus that have a duration, cost chakra per turn. The cost per turn is 50% of the original chakra cost to use it. Durations must be specified specifically if there is one.
A jutsu can only be of one rank. No D-C or anything along those lines. Stronger versions of jutsus must be registered as a separate jutsu. Only clans made by staff are free from this rule, so you may see a forum made clan with a D-S jutsu.

Starting Jutsu Information

Here is a list of the starting jutsu. It has been upped from 5 to 10. These are the base amounts of each rank that you can choose, if you do not want to make use of the second list.

Genin: 2 E-ranks, 5 D-ranks, 3 C-ranks
Chuunin: 2 E-ranks, 4 D-ranks, 4 C-ranks
Special Jounin: 2 E-ranks, 3 D-ranks, 3 C-ranks, 2 B-ranks
Jounin: 2 E-ranks, 2 D-ranks, 2 C-ranks, 2 B-ranks, 2 A-ranks

In addition to this list, there is another list which gives limits to what exactly you can get for jutsu that do not relate to the first list.

Genin: 2 E-ranks, 5 D-ranks, 3 C-ranks
Chuunin: 3 E-ranks, 6 D-ranks, 4 C-ranks, 2 B-ranks
Special Jounin: 4 E-ranks, 7 D-ranks, 5 C-ranks, 2 B-ranks, 1 A-rank
Jounin: 5 E-ranks, 8 D-ranks, 6 C-ranks, 3 B-ranks, 2 A-ranks

NOTE: For the second list - For Chuunin and up, the limits are as follow: You must have, in order, at least 2 of a rank to allot the next (EX: Need to make 2 D-ranks in order to unlock the C-ranks, and need 2 C's to unlock B's, etc) (Does not include E-ranks; starts from D-rank).

E: It is typically used when classifying techniques intended for ninja of the Academy level. These jutsu are extremely simple to perform and have no value at all in combat.
D: It is typically used when classifying techniques intended for ninja of the genin level. D-rank techniques are often one of the first techniques a ninja will learn after leaving the Academy. These jutsu are fairly simple and have low damage properties.
C: It is typically used when classifying techniques intended for ninja of the chūnin level. C-rank techniques are often one of the first techniques a ninja will learn that require some amount of training. These jutsu are mostly used for easy combat and can do minor to moderate damage.
B: It is typically used when classifying techniques intended for ninja of the jōnin or chūnin level. B-rank techniques are typically useful and can be learned with enough time, such as the Shadow Clone Technique. These jutsu can do moderate damage.
A: It is typically used when classifying techniques intended for ninja of jōnin levels. A-rank techniques are often very useful, but need extensive training before they can be mastered. These jutsu are used for serious comabt and can do moderate to major damage.
S: It is typically used when classifying techniques intended for highly experienced jōnin and Seinin. S-rank techniques are almost always unique to a single user, and as such are trademark abilities of that user. They are considered deadly.

C: At least 4 posts.
B: At least 6 posts.
A: At least 8 posts.

Sensei & Squads



When you create a new genin you will be randomly assigned to a team in your village, with a B or higher rank shinobi as your sensei.

Teams are made up of three members, these will be your teammates and are the ideal way to spar with or complete missions. Your sensei is in charge of your training, but can also join you on missions, allowing you to take on tougher missions.

Your squad and sensei are also the ideal way to travel safer outside the village. Be sure to take this chance to bond with your teammates!

Additionally, an S-ranked shinobi can take on a pupil and become his or her mentor. This is roughly the same as the sensei-squad system, however this is purely optional. A mentor is able to focus more on a pupil, and can choose whoever he wants, regardless of rank, for whatever reason. However, the mentor can't have squad beside his pupil.

The list of squads can be found in a sticky in your village. So if you're new you should keep an eye on it to see in what squad you're put.

Traveling



As you roleplay, you may decide you want to post in a topic outside your country. Before you do this, you must travel there first. The travel thread is the place to post your topics as you set out towards your destination.

Your character is not allowed to be in a foreign country and make a new topic back in your own country. You are only allowed to post in the country you are in unless you have previously made topics in your home country before you started to travel, only then will you be able to continue those. You are also not allowed to be in more than one foreign country at a time. This is to give the feel of your character making true progress between countries instead of randomly appearing everywhere. If and only if you are having problems with a topic not moving fast enough, will you be granted to leave that topic and resume coming home. Unless you are given this permission, do not post a return home topic before you are actually finished with your topics in that particular country. You will be punished if you are caught doing this.

The traveling requirements are:

When you travel from your country to another location within the same country you have to post a 150 word RP here.
When you travel from a country to another neighboring country you have to post a 300 word RP here.
When you travel from a country to another country you have to post a 500 word RP here.

Bijuu



Bijuu Rage Dice, also known as the BRD, is a dice that is used to determine whether or not a jinchuuriki remains stable after using their bijuu powers in a thread. To increase the odds of remaining sane, a jinchuuriki must do the bond trainings below.

To remain stable you need to hit higher than the number behind the training, as you can see a person who has completed the entire series can use their bijuu powers without any worries of losing their sanity.

Level: 1
Requirements: 2000 words
Description: You get yourself in a threatening situation. Your bijuu decides to help you and lends you his powers. This will allow you to sprout the first tail in your topic. Your bijuu is still very hostile and resents you. This was only an one time thing.
Reward:
• You receive an additional twenty chakra.
• You increased the odds of remaining sane after a roll.

Level: 2
Requirements: 2000 words
Description:This time you actually request your bijuu to help you out. You want to win so badly that you are willing to tap into his powers. Your bijuu agrees just because he sees this as an opportunity to take over in the future.
Reward:
• You receive an additional twenty chakra.
• You increased the odds of remaining sane after a roll.

Level: 3
Requirements: 2000 words
Description: Your bijuu tries to take over by force when you are in a battle. He really wishes to do it self. You get into an argument with your bijuu inside your mind and end up winning it. You continue the battle without your bijuu's powers.
Reward:
• You receive an additional twenty chakra.
• You increased the odds of remaining sane after a roll.

Level: 4
Requirements: 2000 words
Description:You get yourself into a situation that can't be stopped with your powers alone. You willingly ask your bijuu for assistance and provide yourself. Your bijuu will see that you have learned to trust him or her.
Reward:
• You receive an additional twenty chakra.
• You increased the odds of remaining sane after a roll.

Level: 5
Requirements: 2000 words
Description:You and your bijuu are tuning into each other. You have both accepted the fact that you are stuck with each other and are going to make the best out of it. From now your bijuu will even give you tips in combat.
Reward:
• You receive an additional twenty chakra.
• Your bijuu may provide you with certain information about clans such as their bloodline limits.
• Your bijuu may provide you with certain information about villages such as their history.
• You increased the odds of remaining sane after a roll.

Level: 6
Requirements: 2000 words
Description:You and your bijuu are finally trusting each other. You share your dreams, motivations and fears with your bijuu. Express yourself. In return your bijuu will you his name at the end of the topic.
Reward:
• You may finally call your bijuu by his actual name.
• You may actually converse with your bijuu as a friend.
• You receive an additional twenty chakra.
• You now have a hundred-percent success rate after a roll. You can tap into your bijuu's powers without any worries.

Whenever bond topic is complete you request an admin to check it out. These bond topics are done in actual threads if it requires you to be in a battle. The admin will validate your training by giving you the extra chakra and approving it.

NOTE: Jinchuuriki above 6-tails will require additional training topics according to the amount of tails they have (IE: Nanabi is 7-tails = 7 training topics).
NOTE: Jinchuuriki below 6-tails will still require 6 training topics in order to be mastered.
NOTE: Training topics MUST be done separately, meaning one topic per Bijuu tail.

Missions



Okay! Missions are being done differently this time around, so make sure you read this over a few times and get used to it.

First of all, members can no longer create their own missions. The Kage of each village is responsible for this. However, if you wish to assist your Kage with creating said missions, he/she may decide to reward you with ryo but that is up to their discretion.

Kage are required to have two per rank of mission (up to A-rank) created per month as a minimum. It is recommended that more are done per month but the minimum is absolutely mandatory.

There has also been in a change in how missions are given out and taken! Now, this is the fun part! In your Kage's office, you will create a topic that will be titled "Guest's Missions" and in that topic, you will roleplay out with your Kage requesting a mission, getting it approved, taking the mission, and then returning to the office and posting again to turn in the mission for your reward. The steps for this are below.

First, RP out going into your Kage's office and request a mission. The mission should be placed at the bottom of your post in a spoiler.
Then, you will wait for a reply from your Kage giving you approval to take the mission.
Then, you will reply again taking the mission and exit the office to do the mission. You MUST do this in order to take the mission.
When you have completed the mission, you will post back in the office again returning to your Kage and turn in the mission to receive your reward.

NOTE: All Kage are responsible for PMing an administrator (Ryouji, Eden, or Isais) when rewards need to be given for missions.

Alright, that is quite a bit to take in so make sure you read it over a few times and get used to it. Now, for the easier list: the rewards for each mission. Each rank of mission has two different rewards: Ryo and Experience, and both will be awarded upon completion of a mission. The reward amounts are as follows:

D-rank missions will always yield: 5,000 Ryo and 25 Experience.
C-rank missions will always yield: 15,000 Ryo and 50 Experience.
B-rank missions will always yield: 30,000 Ryo and 100 Experience.
A-rank missions will always yield: 45,000 Ryo and 150 Experience.
S-rank missions will always yield: 80,000 Ryo and 250 Experience.

Simple enough, right? The final list here are the word requirements for each rank of mission and believe me when I say this is the easiest list to understand.

D-rank missions will require a minimum of 600 words (per person if in a group).
C-rank missions will require a minimum of 1,000 words (per person if in a group).
B-rank missions will require a minimum of 1,500 words (per person if in a group).
A-rank missions will require a minimum of 2,500 words (per person if in a group).
S-rank missions will require a minimum of 3,500 words (per person if in a group).

That's all for missions!

Ryo



Spending

So I already told you that you need ryo to purchase the right to train a new jutsu. This is because we don't want inactive RP'ers to register large amounts of jutsu. Remember: besides Ryo, you also need to train them via a training topic in the designated training area.


E-rank: 5,000 Ryo + 500 words
D-rank: 15,000 Ryo + 750 words
C-rank: 30,000 Ryo + 1000 words
B-rank: 50,000 Ryo + 1500 words
A-rank: 120,000 Ryo + 2000 words
S-rank: 200,000 Ryo + 2500 words

You may also buy weapons/armour.


E-rank: 1,000 - 5,000 Ryo
D-rank: 10,000 - 20,000 Ryo
C-rank: 35,000 - 75,000 Ryo
B-rank: 150,000 - 200,000 Ryo
A-rank: 500,000+ Ryo
S-rank: 1,200,000+ Ryo

NOTE: Keep in mind that, if you create an S-rank item/weapon/armor that boosts stats, it will not and cannot stack with any jutsu.

Ranks and Chakra Pools



This section is very short and self-explanatory. This simply shows a list of all ranks and their corresponding base chakra pool amounts, as well as any extra requirements needed to attain each rank.

Genin: 100 Chakra - No other requirements.
Chuunin: 150 Chakra - Either completion of the Chuunin Exams or being promoted by your Kage via accumulated Experience.
Special Jounin: 200 Chakra - Only promotion by Kage via accumulated Experience.
Jounin: 250 Chakra - Promotion by Kage via Experience and at least 3 outstanding accomplishments IC.
Seinin: 300 Chakra - Promotion by Kage via Experience and at least 10 outstanding accomplishments IC (Must be approved by both the Owner and the Kage).
